As someone with a naturally curious mind, I found this frustrating. However, in a short period of time, I have seen positive changes. Recent regulatory shifts and an increasingly competitive landscape are pushing companies to innovate, and those unwilling to adapt are being left behind.

Not only has this made the industry a hotbed of innovation, but it’s also created an ideal environment for growth for those with cross-industry experience. Ideas from outside are now being welcomed, with companies finally embracing proven concepts from other sectors.

I may have started life in the industry as an outsider, but that is far from the case now. Those initial conferences were frightening, but they pushed me to meet people, and what I discovered was an industry built on community.

The proposal also established criteria for risk classification of products and clarifying the obligations of operators and platforms. Authored by Senator Damares Alves and six other senators, Bill 2.470/2026 amends the Betting Law, which regulates fixed-odds betting, with measures aimed at protecting mental health, consumers, and the family economy. The bill received a favourable opinion, in the form of a substitute from Senator Alessandro Vieira. 

“This is a non-partisan initiative. It stems from society’s current understanding of the extent of the damage caused by so-called betting,” the rapporteur stated.

The bill passed at third reading on 13 August after second reading debate and clause-by-clause consideration during the committee stage. The measure has not yet been confirmed as having received presidential assent or entered into force.

If enacted, the bill would amend the Gambling Authority Act (Cap. 19:03). Its provisions would take effect on a date appointed by the responsible minister through an order published in the Government Gazette.

The age proposal was the bill’s most contentious provision. Opposition MPs argued during the committee stage that Botswana should retain the existing minimum age of 21, but the bill passed with Clause 2 intact. The clause would replace references in the Act to “the age of 21” with “the age of 18”.
